Scrolls Wierd O_O

This might be a noob question but I was wonder why nexon made it more worthwhile for claws and overalls to be used with 10% in comparison to others. Stat scrolls, and attack scrolls usually give +2 for 60%, and +3 for 10%. Why is it only claws and overalls that have a +5 for 10%?

Wrong..? All attack scrolls give 5 attack when they are a 30/10%, not just overalls and claws.
