That bar lets you do specials but when it was 99/100 full it resetted. Then again at 1/3 and a few more times after that. Is it a glitch of some sort?

I think it resets if you don't increase the bar after a while.

i think it clears when you die.

it clears when u enter with a new leader or a new group... its delayed and usually resets around faust
