Every night...EVERY NIGHT my brother downloads stuff, whether its gigabytes of music, or full length movies, to TV series shows...its pissing me the hell off. Its like he is my 3rd parent, I am on HIS internet schedule. I woke up at 9 in the morning, and he didn't wake up till 11, right now. So during that time, I can't get on the internet, because his downloading is so important. I take online high school courses, and I like to get them done in the morning, but I can't do that, because his downloading is making my internet render useless. We only have a crappy 200 kilobytes a second connection...its not the best. My question is, is there a way from my computer, to shut off his internet, or somehow bypass his stupid downloading? Its to the point of me wanting to call the cops so he gets fined for the 100+ gigs of music he has...

While he's downloading, why can't you just switch users and do your own thing? That wouldn't affect the downloading right?
