How much accuracy do you need to hit these monsters 100% of the time? (also are they a good alternative to WR at 8x?)

The gobies don't require much accuracy to hit. However, the bonefish and gobie houses might. I'm lvl 91 now and hit them 100% only thanks to my z helm. I'll check my accuracy later and tell you because I'm not online at the moment. I suggest going to gobies at 85-86 if you have a z helm and good dex equip.
