Title pretty much says it all i want to know which one would be better to make (This character will have 1mil for funding)

depends what lvl are you gonna get the hero to, if 140 - take the dawn warrior, if lvl 140+ take the hero

Go spend $200 dollars on NX for some hawt funding and make a hero, ull go emo if u make a dawn warrior, get to 120 and wanna go on.

with just 1m , i would say dawn warrior since a fighter would be stronger if you go past 140 like said above,
