Finding Master M

Is there any quest that actually tells you who this Master M is, or do all npc's just say "unfortunatly, I don't have any information regarding Master M's whereabouts"? If there in fact is a quest that reveals who Master M is, could you please spoil it for me? :D (too lazy to do all the quests).

I know when you get all the perma agent equips (except shoes) that you get something special, maybe you go meet him. I'm not sure, haven't tried (50 hours just to get the leather gloves)

well i guess no one really know... but i know for a fact the only thing u get when u get all the other perm equips is the shoes nothing else so i think maybe on sept 9th we might hear something
