Typons if you're soloing, Newties party if you're partying.

Typhons > newties if your party sucks. Because of that, I've had to be very picky in who I party before I had SE. Test your exp/hour at typhons then test it in each new party you join at newties. Once you have SE, almost every party will be pretty good.
