Dexless/Reg Dex NW?

So I know that in later levels, Reg dex > Dexless. But is it before 120? After 120? After TT's formula? Just wondering is it worth it to make a dexless NW because the leve cap is 120 or to go reg dex.

Reg DEX is stupid, it's better to go Low DEX in the later levels. Just go DEXless then switch to low DEX once the weapons start to get significantly better than the Skanda.
