At 100. I'm pretty sure all jobs original 4th job skills are only obtainable at 100.

Yes at level 100 NWs can do a quest to get TT. (Many builds suggust saving points in advance for it). Max level for TT is 20 for NWs

at level 100 they have to deafeat the nerfed version of a boss than they get TT
