NW. Threshold is 120. As a sin you'd probably want to swap to low dex at some point, when the higher leveled weapons start outweighing the benefits of being dexless. EDIT: And I'm assuming you meant dexless. Because otherwise it's just silly.

Sin level 200 means more HP even when attack fails!

Earlier levels, the NW would definitely out damage the Sin. Once you get around lvl 140/150+, the Sin would eventually out damage the NW.

Theoretically, at 132 the same amount of AP is had by both NW's and NL's. But, considering that NW's get 4th job-like skills earlier and would have more skills at a higher level, they would probably be dealing more damage until near 140.
