I can't create a cygnus, why?

Hi Guys! My friend can't create a cygnus knight on his account. He have a lv 53, 40, 27 and a 20 and none of those can create a cygnus knight. Someone knows what's the problem? Thanks in advance

He has too many chars. Either he deletes one or buys a slot. Max slot is 4 per account unless you buy slots, then I believe its 12.
