Another Quest Glitch?

So I did step one for the quest in Boat Quay Town entitled The Secret of Ghostship. Now it says that I should go back because he has more stories to tell me. I went back and there isn't a quest icon above his head so I can't accept the quest. Anyone else have this issue? Is this quest destined to be like Jay's Curiosity? o.o Thanks! :D

the next part of the quest requires you to be at a higher level go back at lvl 63
