When I look at the Skill Table, It says that the Blaze Wizard's Magic Claw has a fire element. Does that mean that Ice-Based Monsters will receive bonus damage and Fire-based monsters will receive a penalty?

That's correct. If by penalty, you mean Fire-Based monsters will receive less damage, then yes they will.

If you want to hunt fire type monsters(charmander!), you will get elemental reset later pm
