lol. I remember that one. That was quite a long time before 4th job came out. The early wording in the descriptions of ACB and Blast indicated that they did not use elemental multipliers, the specific wording having used the term "discharge." The closest definitions in that context would have been "to release electrical energy by a discharge" or "go off, fire - used of a gun" (source: Merriam-Webster dictionary). Then again, I suppose that sort of wording can be expected of the company that brought us such gems as "The item is unavailable for the pick-up." What was more, that person actually believed Blast was stronger than Panic in terms of direct one-to-one damage comparison.
