How do I get there? Whenever I go to the elevator thing and try to go in it says it isn't available. Do I have to do something else first before I can use it?

You have to wait until the door opens. It opens every 3 minutes and closes around 30 seconds.

Eh, I was expecting responses to be, if not exactly courteous, at least not insulting. Thanks to everyone who still has their manners when gifted with the anonymity of the internet. And I fail to see how this can be more Fail than asking how to get to Orbis when already on the Orbis boat. It's not like I had the time to stick around waiting for something I was merely curious about without anyone nearby to ask. Well, I got my answer either way, so I guess it's all good.
