Don't you need a level 20 character in the first place? How did you make one without a parent character?

Yes,u do have BoS, u just need another charac and level it up..

yes you can,it will select the character with the highest level in the account to be the parent.

If your CK is the highest, I think you need to train another character to a higher level :x.
