While I was reading the description "Make all elemental attacks to non element attack for a given duration" I didnt quite understand it. Does this mean that if i use this ( even though it's only 5% at lvl 1) will it make it so I'd do the damage i would on a ice monster to a normal monster? or does it just get rid of the fire element? Someone explain Please?

it makes your fire damage to non-elemental that basically it

If it were used on a fire-strong monster, the fire defense of that monster is lowered by 5% so your fire-based attack would do 5% more damage on that monster than it would without elemental reset. Or at least that's what i think.

whatever damaage you do to normal monsters (eg. snail, pig, etc) you will do to all, including element weak and strong monsters

It makes your fire based damage neutral like a magicians magic claw. It doesn't work on fire immune monsters though, but fire resistant it does work on.

To make it simplier it cancels out the fire attackandmakes it do normal magic damage.
