How do you get titanium receiver?

So, I collected 100 intel documents, and when I talked to Agent C it gave me a regular one instead of a titanium one (which is annoying because I now have to collect 5 more documents). What do you have to do to get the titanium one?

you keep turning in the 100 docs, 5 at a time, and when you turn them all speak again and you'll get a titanium one.
