Well, I've been wondering how exactly you level your maker skill. Do I need to do specific quests? Or I have to be in a certain level? Thanks in advance.

It's through some quest, I think, one of the guys in the Maker house will give it to you. Yes, you're eligible to do it, at level 84.

You need to the qeusts the guy gives u, and u have to be 5 lvls behind atleast to make that item

y1pperz : Why can I only have lvl 31~50 monster crystals? Because you're making Monster Crystals out of low level monster drops. The level of the Monster Crystal is determined by the level of the monster whose drops you're using to make the crystal. If you use high-leveled Monster drops, you get high-leveled Monster Crystals.
