Dad vs Son argument

So my father and I got in an argument about what some guy on TV meant: The Background: A man on the news said teaching autistic and down syndrome to ride a bike teaches them to be independent. My father's take: He thinks the man on TV is saying the kids learn to be independent from their parents, and that they can ride their bike to where they want to go. My take: I think the man on TV is saying by teaching kids to learn bikes, it gives them independence to try new things in the future. So basilmarket, I need your votes to help us decide who is right, please post which you think the guy on TV meant!
