Level 200 or closest?

Haven't heard about any level 200 Pirates in GMS. Who's the closest Pirate to level 200? And is Knuckler Booster any good? I've done the math and can max out dash and put one point into double fire (for fun) from the 1st job if I ignore Knuckler Booster completely.

I know of at least 2 lvl 200 pirates, ISlapWhale, and i think it was Anavete or something like that. And why would you want to skip booster anyway?
