It's a line from a Dragonball Z episode where Nappa (It's one of the first episodes) goes, "What does the scouter say about his power level (or something like that)," and then the Vegeta goes, "its over 9k!" Basically, some Dragonball Z fan/addict probably watched that episode 500 000 times and thought it'd be cool to use that as the answer to any number related thread/question on the internet. There you have it.

They got it from the Dragon Ball Z episode where Nappa (or Raditz?) shouts 'its over nine thousand' after seeing Goku's power level in his scouter. Not worth a thread though.
