How many steps is it? Is it jst leg and head? Or is it leg, head and then fully?

It must keep continue hatching till when you hover your mouse over it, it says "take back to the NPC" so Leg~Head~Full Body it takes about one level's worth of EXP.

At Head, it worked for me - basically it takes from level 50 0% ~ 90% or so. Make sure you have 10 million mesos as well.

Once it fully hatches take it back the NPC and make sure you got 10million mesos to spare

Just train until you see its head pop out then bring it back to the npc. He will then tell you what else to do.
