I just saw a level 59 with a taming mob(or whatever. IDK with names these days). Am I wrong in thinking you have to be 70, or do CK just get all sorts of cool perks?

It's available after level 50. Go to Neinhart in Ereve, and talk to her about the mount. Then, walk to training forest 3 (top left portal) is where the cygnus mount trainer is. Get the egg from him, train about 80~90%, then it will hatch fully. After that, give the hatched "thing" back, and go to Aqua with 10M and buy some potions, which you need to obtain the mount back from the mount trainer.
