Cygnus Knights can't get unscissored zHelms?

I recently go to lvl 50 on my CK and I was looking to get a zhelm but someone told me you can't get one from a normal zrun, meaning you can only get a scissored one? is this true and why?

I don't think they have an NPC for Cgynus to get permission from, but I have seen some of my cgynus friend done the Zakum PQ, so I assume you can go on a zrun.
