What to not max for thunder breaker

For a thunder breaker, what skill should not be maxed at level 70?

Corkscrew Punch isn't a main attacking skill though, and are you really going to wait to charge it? It's completely used for pinning mobs.

You leave mastery at 19 and booster at 11 (or 12), booster is maxed later on during 3rd job.
