I'm trying to make a low dex Thunder Breaker, but don't know where to cap my Dex. I'm currently lvl 33 with 51 dex.

keep dex the same as your level, so dont upgrade till your 51 but im not sure where to cap it at. Depends on your equips

If you read some low-Dex Brawler guides, they suggest getting 60 then using AP Resets as better equips come to reduce it to 45. I'm just capping mine at 60. For low-Dex, it should be Base+Equips = Level. Even the poor low-Dex can cap it at 70. +15 from ZHelm (around level 80 or 90 when you might get accepted into a Zakum run if you keep searching) +5 from Deputy Star (around level 100 you can get a Bigfoot party or something) +10 from Overall (10 100% scrolls) +4 or +6 from Earrings (not THAT expensive, if you PQ a lot you can buy one) +4 or +6 from Cape (not THAT expensive, if you PQ a lot you can buy one) EDIT: This is, of course, for level 110. 70 base Dex keeps you good to go until level 70, the Overall will keep you good to go until 80, then try getting a ZHelm which is until 95, then Earrings or Cape or Deputy Star, which will be until 100 (unless you get 4 Dex ones), then the other two which is until level 110.
