Obviously, The pink tube you are using gives a +3 (or is it 5) to all stats and you probably haven't noticed it. So when you take off your tube, You do not have enough dex.

by the llooks of your character, you are not wearing level 40 armor. Make sure you have 80 dex? you need 80 dex to wear the claw.

Does your tube give you JUST enough dex to use the claw? As in, if you remove the tube do you still have enough dex?

He does have enough dex. look at the second screen and the dex requirement is fulfilled.
