Would it be better to go 1H or 2H if I only have about 200m to fund?

I'd go 2h since that 200m will more or less get you a good att shield and that's it...you can save up more mesars by time you get brandish where 1h really shines, then convert

Why do 1H Swords shine with Brandish?

Because Brandish is fixed range, since 1h swords with power strike/slash blast have a shorter range than 2h..1h swords are a faster speed than 2h swords..so basically once you have brandish and a good att. shield/1h sword combo..you're good to go
