Doesn't let me add new account users?

Well, I wanna multi-log and I need to add another user. Now, I can't add another user for some reason. When I click it, nothing happens, it says on the same page. I go to Control Panel -> User Accounts -> Add or remove user accounts. When I click add or remove user accounts, nothing happens. D: Help please. *Multi-log is patched for some, not everybody*

start-> run -> services.msc Make sure Terminal Services and fast user switching compatability are both started. if not, right click, properties, start. Edit: I read the question wrong but this may help regardless. lol
