I feel like i may be stupid or something, But i'm level 30 on my New CK char, and i was thinking about doing the quest quick, low and behold i can't. It's not on the list. did the Change the level or something? cause last thing i knew it was 25 or 30 -.-

Most of them are adventurer only. With the influx of CK made, they may change this.

CK's have their own quest list. And they were just released so maybe everything hasn't been updated, a lot like when pirates were first released.
