There was a thread some weeks ago showing a letter from nexon saying the ele-wands won't get negative effects. So, don't worry.

Bishops don't need the ele wands anyways. They're support characters.

Soappy said: " If you use an Ele-wand that isn't your element, it does 50% less damage." My bishop friend used to do 110kish. Now with his old ele wand he does 80-90kish (I don't think it's 50% but it's stiall a lot worse than before -_-) On the positive note, ele wand 6 and 8 will be cheaper =D.
