No cygnus vid+character Creation option?

Hi, so i just finished patching to v .73 but no cygnus video loads or anything after log in. In addition i cant seem to create a cygnus character either, is anyone else having this problem?

I think you need to get to level 20 and get to the island of ereve to be a cygnus knight

Nothing failed you just create the character different than you would a normal one
