If they both had 80 Base Dex, I believe the Breaker would, since it has 20 more accuracy from a skill.

TB gets more Acc from skills than DW does.

However, a Dawn Warrior will be stronger than a Striker, if you gave the Striker 5 BoS and the Dawn Warrior 3, then your damage would be even.
