I have 100 Int Docs. but everytime i try to turn them in, he gives me the temporary ones.

the time you turn in the last set of 5 you'll get permanent

Keep turning them in... the last one you get is the titanium one, at least i think so.

You get a Titanium one every 100 docs. The first 95 you will only get temporary.
