I think people only get accounts to lvl10 to get the free nx codes.

Yeah, it changes drastically early on, because people just make a char, say it sucks, and never delete it. So the most change like that will occur early...Later on, the amount of Move-ups you make will reduce a bit more steadily. @ William, I think you either have to have a job (not beginner) or be lvl 10+ to get on rankings.
