Photoshop Question?

So i just finished doing all of these images in bannedstory(its like a photoshop for maplestory where you make pictures for maplestory) to make a funny comic. But i dont know how to put all of the images into one strip. And once im done combining the images into one strip ill need to decorate it :D. So my question is, how do you put alot of images together into on big image in photoshop, or any other program.

put every image onto a different layer in photoshop, then just move them around as needed.

Just create a new blank canvas, then move the pictures around?

Copy and paste the image in the canvas. Repeat for each picture O___O
