Titanium Receiver Question

I obtained 104 Intelligence Documents and tried to turn it in for a Titanium Receiver, but all that happened was that the agent took 5 and left me with 99. A friend suggested I turn in exactly 100, so after I picked up two more I dropped one and tried again. It left me with 95. What's wrong?

No idea, I've never gotten more than 3 of those lol. My guess is there is some prerequisite you haven't completed yet, or you have to keep turning in 5 until you get a Titanium Receiver. That's my guess, but I'm not exactly sure. Good luck

You turn in 5 20 times and on the twentieth time he gives you a titanium instead of an old.
