Ok i've had this hat for quite some time now, i got it from perion gachapon and it has 1+ str 1+dex 1+int 1+luk 17+wep def and 15+ magic def and its clean 60+ required. Is this rare? i can't trade it, I haven't seen it in FM or people wearing it. So again is this a rare item?

It's rare but also unwanted. Cause it gives poor stats. I've only seen one other guy with screens of his.

I can't get a SS of it cuz i dont got 10+ rating... it also untradable and you need Scissors Of Karma to trade it

There was a screen on basil showing it a while ago. Its rare i guess, but sill useless because it gives bad stats and is untradeable
