Glitch with store permit?

This is what happened. After the server check, I went on MS and tried to buy a store permit. But I can't buy it, so i gift it to my other acc and start selling item. The problem is in my screen, I can see my store window, but not my store title window (the thing above my head) and other people can't see my store either. Some people said to me it's a glitch and you have to move around to find the right spot to set up your store so it will work. Can som1 confirm that? And how do I fix it if it's not a glitch o.o?

You need to click "Open Store."
