Dreamcaster Rate Nerfed?

Did the Dreamcaster hair in Showa get nerfed? I used 56 coupons, and still never got it, yet months ago, I got it on my 2nd try on my pirate. I know it's all luck, but I have gotten every single hair except Dreamcaster. So is it nerfed? Or am I just that unlucky.
