Well i know bout the level 20 noob (beginner), and the parent character but do they HAVE to be in the same account? Or is there a way to link two accounts?

Do the prequests ingame, and actually read the books.

i thought you need a lv 20 beginner and a parent character that is linked together? but do they have to be in the same nexon account? or seperate

You don't need a level 20 beginner...you just need the regular old parent character. You can't make a perma lv20 beginner right now and make it into a Cygnus. And do read the books, they're surprisingly helpful.

They have to be on the same account. Everything else has been answered. ._.
