i was doin alll the quests to get the big blue chair and i did all of them but it wont let me finish the quest cleaning up the streets and right next to it and it says pre-completition

The Cleaning up the Streets quest is repeatable and will always be there. You have to speak to the mayor and complete his quiz to obtain the blue chair.

This happened to someone else, it might be glitched, anyone confirm?
