Someone wants to trade his 3att 8dex pac for my 4att 4dex pac should i do it? also can i have a p/c on both the pacs?

If you need the dex in order to equip a weapon, make the trade. If not, keep the 4/4 pac.

WA is the most helpful stat you can add to any equip, followed by Acc. if you need it, then your main damage stat, and then your secondary damage stat.

They are worth about the same. The 4/4 pac is probably worth a bit more though (since in general, 4-5 of a stat = 1 attack)
