Is there such thing as Permanent Agent Shoes? And if so how do you get?

Even with the cape perma shoes dont exist if you talk to the girl at head quarters she says you just need the parachute shoes

They are given to you by Gaga when you get all the OTHER equips. Since the cape is unobtainable, so are the permanent shoes.
