Do grades 9 and 10 matter? like i am planning to pass civics and careers summer school with 55 average cause its so stupid and useless, will it affect my chances of getting into good university or getting a scholarship?

LOL! I finished Civics and Careers when I was in Gr. 8. Anyways, Canadian universities primarly view your Gr. 11 and 12 averages. If you're willing to attend one of the top universities such as McGill, might as well forget about it. The competition for McGill is tough.

Honestly, Civics and Careers isn't a very hard course to pass.

If you get 55 in any subject, it means you're not doing so good in class. So next year you might be bad at your important classes.

its easy to get an 80% without doing anything in that class, just do the work thats important and youll be done with the course, its not like you get much hwk in that course. As for unis, usually they look at grade 11 only for early acceptance, for regular acceptance they look and term one and two of grade 12 (im in a termed school, not semestered)
