Humans cannot overcome desires, lust and other emotions which interrupt judgement. Wars are just an example of the horrendous things that result in the judgements humans naturally make. Science, technology and laws will only limit the emotions but some people would no doubt ignore them and continue to follow their emotion/ instinct.
