Hi. How are you? ok so i lvl to 70 and i use the 3 sp. If i lvl to 71 or higher as a assasin and keep those sp, am i allowed to use them on 3rd job skills?

You won't get 3rd job skills until you make the advancement. Any SP gained after lvl 70 can be used on 3rd job skills, or lower if you choose.

its the same when 4th job came out .... once everyone got to 120 ... they didnt use their SP ... your safe to level to 119 i think it was before it effects your character

Nope, all SP that you get in 2nd job can only be used strictly on your 2nd job skills. It won't let you get a job adv. till you've used all your remaining SP from your 2nd job. Hope that help -- Edit: Oh gee, I mis-read the question. Yes you can use the SP even if you haven't gotten your job adv, Just make you don't put all of into your 2nd job skills and you'll be fine.

Yes. I have a friend who levelled to 121 then advanced to 4th job and got 6 SP. I personally levelled to 11 on my pirate KnuckleArrow and got 4 SP. You can over-level and be fine, aya.
