how do i get in? where is this pq located and who do i talk to?

Correction: It's Elin PQ, not Elinia PQ Go to top of Helios Tower. There will be a portal. Tada.

yeah and go in the thingy and go to the left, in the portal, and in the rightest portal, then the right portal again.

Yeah, once youre at Altaire Camp or whatever, the PQ area is 2 maps to the right.

Pq ranges from 45-55.

Now go out the furthest right portal and keep going right until you find an NPC named Ellin. Talk to her to get into the Ellin PQ.
