Well, you can go from vic to orbis, then from the orbis station go to mu lung, then when you land in mu lung, talk to the pelican again and he'll take you to herb town.

Start from Ellinia station, go to Orbis. When you arrive, go right until you see a girl. Talk to her and click the (Mu Lung) option. After you arrive, there is a crane above you. Talk to the crane and click the Herb Town option.
